1) Purpose & scope
Artisan Training Academy (ATA) commits to delivering high-quality, nationally recognised training and assessment and to safeguarding learners’ rights, safety, privacy and wellbeing. This Code summarises how we operate and what learners can expect from us.
ATA operates in accordance with the National Vocational Education and Training Regulator (Outcome Standards for Registered Training Organisations) Instrument 2025 (“Outcome Standards 2025”), the Compliance Requirements, and the Credential Policy.
2) Our compliance commitment
ATA will:
- Comply with the Outcome Standards 2025 across training & assessment, student support, VET workforce, and governance.
- Meet the Compliance Requirements (e.g. certification and USI, marketing/advertising, records, transition, notifications, fee protection, insurance).
- Apply the Credential Policy (trainer/assessor credentials, “under direction” arrangements, and validation credentials).
- Comply with all relevant Commonwealth, State and Territory legislation and regulatory requirements.
3) Access & equity
- We recruit staff and students ethically and responsibly. Selection considers ATA’s requirements and the relevant training product requirements.
- Our Access & Equity Policy ensures fair treatment and compliance with equal opportunity and anti-discrimination laws.
- We value feedback from employers, students and staff to drive continuous improvement.
4) Student service
We maintain sound management practices to ensure effective student service, including timely issue of assessment results and credentials. Our student service includes:
- Recognition of Prior Learning (RPL) and Credit Transfer (CT)
- Fair and equitable Refund Policy
- Complaints and Appeals processes that afford procedural fairness and enable external review at no/low cost
- Access & Equity arrangements
- Financial Policy and fee transparency
- Disability access and reasonable adjustment
- Student welfare and guidance services
- Language, Literacy, Numeracy & Digital (LLND) support
Before commencing, each student receives clear information about:
- Fees and charges; payment methods and terms
- Training and assessment procedures (including RPL/CT availability)
- Vocational outcomes and licensing/registration implications (where applicable)
- Delivery mode(s), schedules and resources/equipment requirements
- Issuance timeframes: Statements of Attainment/Qualifications will be issued promptly (ATA targets within 21 calendar days of competency being confirmed, provided all agreed fees are paid)
- Training packages/courses used are nationally recognised and within ATA’s scope
- Trainers/assessors are competent and qualified
- Appropriate, safe physical and digital resources are available
5) External monitoring & audit
ATA cooperates fully with ASQA and any other authorities. We participate in:
- Compliance/quality audits and monitoring
- Audits “on complaint”
- Registration and scope variation audits
6) Financial & administrative practices
- ATA maintains sound financial and administrative systems.
- Prepaid fee protection and refunds are managed in line with our Financial Policy.
- Student records are managed securely and confidentially.
- ATA holds appropriate insurances (including public liability).
7) Marketing & advertising
- We market our services with integrity, accuracy and professionalism.
- We represent only our current scope; we clearly identify any third-party delivery or recruitment.
- We do not guarantee successful completion, employment outcomes, or accelerated timeframes that would compromise training product requirements.
- We only claim licensing outcomes when confirmed by the relevant regulator.
8) Training & assessment standards
- ATA provides adequate facilities, equipment and learning resources for a safe, productive learning environment.
- Trainers/assessors hold appropriate credentials and current skills/knowledge; people working under direction are supervised and do not make assessment judgements.
- Assessment follows the principles of assessment (fairness, flexibility, validity, reliability) and rules of evidence (validity, sufficiency, authenticity, currency).
- RPL and CT are available; decisions are fair, consistent, transparent and documented.
- Assessment tools are reviewed before use; validation of assessment practices and judgements is conducted on a planned, risk-based cycle (at least once every five years per product; with additional requirements for TAE products enabling assessment judgements).
- ATA continuously improves and meets AVETMISS reporting obligations.
- Mutual recognition: ATA recognises AQF certification issued by other RTOs and applies CT accordingly.
9) Student selection & enrolment
- ATA provides accurate, current course information (Student Guide).
- Suitability reviews consider LLND and digital literacy (as appropriate) and any entry requirements.
- Selection is ethical, transparent and consistent with training product requirements.
10) Collection of personal information
- Personal information is confidential and handled under privacy law.
- Data may be reported to NCVER and relevant government departments as required.
- USI: Students must provide a verified USI (or lawful exemption) for issuance of AQF certification.
11) Compliance with government regulations
ATA complies with WHS, workplace relations, anti-discrimination, harassment/bullying prevention, privacy, child-safe principles (where relevant), and all other applicable legislation. The following policy areas support operational compliance (non-exhaustive):
- Computer Policy: Role-based access; licensed software; backups (including off-site); antivirus protection; secure use of removable media; students may use personal laptops subject to security guidance.
- Customer Complaints: Formal complaints system with procedural fairness and independent review option.
- Customer Relations: Procedures to maintain high standards of delivery and learner experience.
- Learning & Assessment Strategies: Each course follows endorsed delivery and assessment strategies/TAS.
- Document Control: Version control, review cycles, authorised release, and retention schedules.
- Completed assessment items retained ≥ 2 years after completion.
- Certification records/registers retained ≥ 7 years for completions on/after 1 Jan 2015 (30 years for completions before 1 Jan 2015).
- Duty Statements: All staff (including trainers/assessors) have documented duties.
- Emergency Evacuation: Briefing at course commencement; exits and assembly points identified; plan available.
- Equal Opportunity & Harassment: Zero tolerance for discrimination and harassment; fair treatment for all.
- Financial Management: Accurate accounting and full accountability; protection of government/community funds.
- Instructor Competency (Trainers/Assessors): Credentials and PD maintained; supervision for any person under direction; experts engaged only where appropriate and overseen.
- Insurance: Maintained in line with regulatory expectations.
- Internal Audits & Monitoring: Periodic audits and ongoing monitoring across procedures, training and compliance resources.
- WHS: Safety is paramount; WHS is embedded in training and supervision.
- Opportunities for Improvement: Annual committee review of surveys and stakeholder feedback; actions recorded.
- Planning: Annual planning day with stakeholder input; goals and KPIs set and monitored.
- Risk Management: Systematic identification and control of risks (including financial and conflicts of interest).
- RPL Policy: RPL available for all accredited units; evidence-based, fair and transparent.
- Staff Code of Conduct: Professional standards for all staff.
- Student Information: Student Guide provided and kept current.
- Version Control: All documents carry version numbers and revision history.
- Staff Training & Development: Regular PD to maintain currency and effectiveness.
- Recognition of Qualifications: National recognition of AQF certification issued by other RTOs; CT applied.
- Staff Recruitment & Induction: Clear, fair processes; role clarity; standards awareness.
- Scope of Registration: ATA issues AQF certification only for training products on its scope.
12) Certification, identifiers, records & transition
- Issuance: AQF certification is issued promptly (ATA targets within 21 days of competency being confirmed), subject to all agreed fees being paid.
- USI: No certification is issued without a verified USI (unless a lawful exemption applies; students are advised where this affects transcript visibility).
- Records: Registers of AQF certification are maintained; learners can access records on request.
- Transition: Superseded/deleted/expired products are managed within required teach-out timeframes; no new commencements in expired products.
13) Third-party arrangements, notifications & accountability
- Any third-party delivery/recruitment is governed by a written agreement covering parties, term, obligations, quality assurance/monitoring, regulator cooperation, branding/NRT logo use, and certification issuance responsibilities.
- ATA will notify ASQA of material changes promptly and within required timeframes and will notify ASQA when entering into or ending any third-party agreement within required timeframes.
- The CEO (or delegate) submits the Annual Declaration on Compliance each year.
Document control
This Code is published on ATA’s website and provided before enrolment. Related policies and procedures implement this Code and are reviewed at least annually or when regulatory changes occur.
